И все же нельзя преуменьшать его заслуги. Он стремился управлять самой крупной и самой населенной империей, каких не бывало прежде, а не просто эксплуатировать ее ресурсы. С прозорливостью, редкой для наследника кочевых традиций, он прилагал усилия, чтобы создать условия для благополучия населения и оградить интересы различных групп подданных, в те времена, когда подобные устремления были по меньшей мере нетривиальны. Политическими и экономическими средствами, поддержкой и поощрением культуры и торговли, терпимостью к разным религиям он стремился объединить азиатские владения под властью монголов. Подобно многим другим империям, созданным великими правителями, его держава ненадолго его пережила. Ее слабости проявлялись еще при жизни самого Хубилая. Неудачные военные экспедиции, завышенные финансовые требования и личные проблемы перечеркнули его грандиозные замыслы. Его предшественники, в том числе и его дед Чингис-хан, не вынашивали замыслов править всем миром. Они и не стремились осуществить эту мечту. Хубилай также не смог ее воплотить, но его слава осталась в веках.
